Most access questions are one mechanism seen from different screens: a permission set is scoped to a company, a branch or a location, and a set with no target confers everything.

Can somebody view customers without being able to export the list?

How do people sign in, and can we use Google or single sign-on?
E-mail or mobile number with a password, plus Google, Facebook and Apple buttons; one SAML single sign-on exists but only for one deployment. Sign-in Options says how each is checked and which to insist on.
I logged in and there are no applets at all.
Applets are granted to a login and installed onto it, so an empty launchpad is nearly always a login that has not been linked to the tenant or given a catalogue. The Applet Store explains what a user can install for themselves and what an administrator has to grant.
The company dropdown is empty when I create a document.
