Finalise: what the button starts, and what it writes
For the whole-system operator — you run the books. Level 3 — configure and own.
By the end you can account for every figure on a finalised document line — which ones the screen sent, which the server derived on the way through, which a background job wrote back minutes later, and which are never written at all — and you can tell a posting that has not happened yet from one that failed and will never be retried.
